Setting up a Maritime Operator Holding Account (MOHA) is mandatory for ship owners and ISM Managers to surrender emissions and facilitate a seamless transition into the European Union Emissions Trading System (EU ETS). EU guidelines make the timely and accurate setup of a MOHA critical.
The regulation states that the MOHA application must be submitted within 40 working days following the publication of the list by the European Commission. (List was published on 31st Jan)
It is essential to note that the operational details concerning this process may differ across various Administrative Authorities. Subsequently, the Administrative Authorities are obligated to finalise the account setup within an additional 40 working days.
1. Identify Member State:
Consult the attribution list to determine your member state for establishing a MOHA.

2. Configuration through Union Registry:
The process involves submitting the required documents of the corresponding member states through the Union Registry. It’s noteworthy that it’s a combination of offline and online processes depending on the requirements of a member state.
3. Formal Request and Application Form:
Initiate the process with a formal request signed and the completion of an application form. Provide essential details such as the company's name, IMO NO, details of vessels, address, registration number, bank account details, VAT registration evidence, details of the beneficial owner, certificate of incorporation, annual reports, list of directors and contact details.
4. Authorised Representatives:
Assign two authorised representatives for account access, providing details such as name, address, contact information, date, and place of birth. Include supporting identity documents and submit either original documents or certified copies.
While the process seems straightforward, it requires a lot of preparation, coordination, and documentation.
